Remove, at least, the first 6 bolts from the headlight side, that are under the hood and are holding the bumper. That did it for me. I actually removed them all. The headlight still needs to be wiggled out, but loosening the bumper helps a lot. To change the angel eye bulb, you don't have to remove the headlight assembly.
