It is before level 80(More specifically before level 45) is when choosing which utility skills and traits becomes important. Also, anyone who's worrying about min-maxing on their first character at level 11, is playing the wrong game. At level 1-45 is the best time to min-max. After that, OP can choose liberally on how he spend his hero points.
Leveling to 80 gives you enough Hero Points to unlock everything except elite specs. Extra Hero Points are only earned from Hero Challenges (in the current maps or HoT maps) or the new WvW rank up I believe, so you can't just consume tomes on a level 80 character to get all the points needed.
