Alt+tab to desktop and going back into the game fixes it. I know this is an old post, but I don't care. This happened to me twice in Far Cry 5 - after hitting shift-tab, the mouse stopped working (I even tried plugging in a back-up mouse). The first time I had to kill myself to get rid of the problem.

Windows 11 has a lot of issues with this game, mostly crashing after hitting certain spots in the campaign at the very beginning. If youve upgraded, open pc settings, go to system, then recovery, click “Go back” and then revert back to windows 10. I dont know if every setup with W11 will crash but if it does, this is likely what the issue is.
